the development of scientific approaches and a set of measures to protect territories and populated areas from detrimental effects of water and to manage water resources in crisis situations.
Additionally, V. O. Stashuk has scientifically substantiated new approaches to flood protection using active water resource management methods that are already being implemented in the Lviv region and have proven effective during the floods of 2010. The scientist has also made significant contributions to the development of scientific foundations for creating and functioning monitoring systems for quantitative and qualitative indicators of water and reclaimed land. The results of Stashuk's scientific work have been realized in a number of regulatory legal documents, including in the scientific justification of targeted nationwide flood protection programs. A significant focus of V. O. Stashuk's work as head of the State Water Agency of Ukraine is on transitioning the industry to innovative development principles. At his initiative and direct involvement, the industry is implementing a set of measures to introduce an integrated water resources management method based on basin principles with public involvement through basin water councils.
Over the years, he has worked at the National University of Water Management and Nature Management, the National University of Bioresources and Nature Management, and the Kharkiv State Technical University of Construction and Architecture.
As a result of his scientific activities, V. A. Stashuk has published over 80 scientific works, including 1 monograph, 3 books, and 3 brochures.
V. A. Stashuk’s fruitful work has been recognized with various awards.
In 2004, he was awarded the title of Honorary Worker of Agriculture of Ukraine.
In 2005, he was awarded a Certificate of Honour from the Cabinet of Ministers of Ukraine,
In 2007 — with a Honorary Distinction from the Ukrainian Academy of Agrarian Sciences and other high awards from various ministries and agencies of Ukraine.

P. I. Kovalenko has published over 400 scientific works, 14 books, including 1 textbook. His developments are protected by 24 copyright certificates and patents. Under the scientific editing of the scholar, 56 scientific collections, books, and scientific works on hydrotechnics and land melioration, water management, construction technology, and the operation of hydromelioration systems have been published.
In 1982, he was awarded the academic title of Professor.
He created a scientific school, under his guidance approximately 50 doctoral and 380 candidate dissertations have been defended.
The achievements of Academician P. I. Kovalenko have received the highest state recognition. He is a laureate of the State Prize of Ukraine in the field of science and technology (1998), a laureate of the award from the Ukrainian Academy of Agrarian Sciences "For Outstanding Achievements in Agrarian Science", he has been awarded the honorary title of Honoured Worker of Science and Technology of Ukraine, and received orders "Badge of Honour" and "For Merits" of the III and II degrees, along with many medals.
Author of fundamental and applied works on managing technological processes in hydromelioration systems, creating excellent designs for water management complexes and their automated control systems.
Vice President of the International Commission on Irrigation and Drainage (ICID), International Association of Hydraulic Research, Chairman of the Ukrainian National Committee of ICID, Chairman of the Society of Melioration and Water Management Professionals of Ukraine, Deputy Editor-in-Chief of the journal "Agrarian Science Bulletin", and the review journal "Agro-Industrial Complex of Ukraine", Melioration and Water Management.
Deputy Director of the Dniester HPP Vasyl Andriyovych Deineko was born in the Polissia village of Perekalya in the Zarichnyansky district of Rivne region into a family of simple peasants.
He received his qualification as a hydrotechnician in the specialty "Hydrotechnical Construction of River Structures and Hydroelectric Power Plants" at the Ukrainian Institute of Engineers of Water Management (Rivne).
V. A. Deineko is involved in the construction of many important objects: the Dniester Reservoir, almost all of the production base in Novodnistrovsk, a residential building for employees of the Dniester BUVR, and ultimately the emergence of a unique hydropower plant on the map of Ukraine.
His total work experience exceeds 43 years. His professional and life achievements include numerous letters of thanks, certificates, awards, and honors from the Ministry of Melioration and Water Management, Chernovtsy Regional State Administration, and Chernovtsy Regional Council, Sokyryany District State Administration, and Sokyryany District City Council. Among others – the badge "Honored Worker of Ukrhydroenergo", the people's award – the order "For the Development of Ukraine" and the medal "Hetman Ivan Mazepa" from the All-Ukrainian Council of Veterans of Labor in Energy, and the order "Star of Glory and Merit".
Doctor of Agricultural Sciences, Professor Zholtonog O.I. is a well-known scientist and public figure who actively works in the field of water and land resource management, restoration and development of irrigation, and ensuring sustainable development of rural areas.
Since 2004, Zholtonog O.I. has headed the international public organization NGO "Primavera", and has also long worked at the Institute of Water Problems and Melioration of NAAS, where she headed the department of use and sustainable development of reclaimed territories. Currently, she works as a leading researcher at the Institute of Nature Management Economics and Sustainable Development of NAAS and is a professor at the National University of Water Management and Nature Management.
Zholtonog O.I. has many years of experience in scientific research and implementing technical assistance projects in many regions of Ukraine, carried out in cooperation with state institutions, universities, research institutions, communities, and the business environment.
This has allowed her to create a powerful network of "horizontal and vertical" contacts and collaborate with many experts in numerous domestic and international projects. Zholtonog O.I.'s international ties extend to scientific and educational institutions in Europe and the USA; she is an expert for such international organizations as the World Bank and the Food and Agriculture Organization (FAO). She participates in important international forums and is a member of well-known professional international organizations and networks. There are over 200 publications in Ukrainian and foreign publications. Zholtonog O.I. has state distinctions: a Letter of Gratitude from the Verkhovna Rada of Ukraine, a Letter of Gratitude from the Cabinet of Ministers of Ukraine, she is an honorary meliorator of Ukraine, and the results of her scientific work have been nominated as part of collective works in the field of land melioration for the State Prize for achievements in science and technology.
Among the most significant achievements of Zholtonog O.I. are participation in the following initiatives and international projects:
2015-2018 – work as part of the World Bank expert team on coordinating and developing the Strategy for the Restoration and Development of Irrigation and Drainage Systems in Ukraine
2017-2018 – participation as part of the team of experts of NGO "Primavera" in the FAO technical assistance project to provide advice on refining the Law on the Consolidation of Agricultural Lands based on pilot territories in two regions of Ukraine
2013-2017 – project manager of the Dutch Matra program "Implementation of the Principles of 'Good Governance' in the processes of shaping and implementing the development policy of Ukrainian villages", which was carried out in five regions of Ukraine.
2015-2016 – worked as part of the Minagropolitics expert group to develop the General State Strategy for the Development of Agriculture and Rural Areas until 2020 (with the support of the European Commission)
2007-2011 – coordinator for the Black Sea region (Arc Crimean, Lower Don) of the European scientific and technical project "Water Scenarios for Europe and Neighboring Countries"
2002-2005 – coordinator of the project of the International Commission on Irrigation and Drainage, which was carried out with the support of the German Technical Assistance Fund involving 8 countries, "Comparative Analysis of Transformation in Irrigation Management in Eastern and Central European Countries"
2001-2005 – coordinator of a number of Ukrainian-Dutch projects on water resources management reform.
