The initiators of the establishment of the Technical College were the Rivne Regional State Administration and the Rivne State Technical University, which defined the list of new specialties at the junior specialist level. At the same time, the Technical College continues to train qualified workers. Considering the relevance of multi-level education in the system of educational institutions of different levels in Ukraine, taking into account the problems that have arisen in the system of vocational education, the specialized Vocational Technical School No. 10 of Rivne (founded on the basis of Vocational Technical School No. 10 and Vocational Technical School No. 38) and the Kostopil branch of Vocational School No. 1 were included in the structure of the Rivne State Technical University as a new type of educational institution - Technical College (by the order of the Ministry of Education and Science of Ukraine No. 304 dated July 12, 2000). Thus, the Technical College of NUVHP began its direct educational activities on September 1, 2000, opening its doors to students who aspired to master their chosen profession.
During its existence, the college has trained about 7000 qualified workers in the following professions: 'Wrench Maker for Automated Control Systems'; 'Electromechanic for Repair and Maintenance of Computing Machines'; 'Technician, Chemical Analysis Laboratory Assistant, Repair Specialist'; 'Electrician for Lighting and Lighting Networks'; 'Electrician for Power Networks and Electrical Equipment'; 'Installer of Sanitary Engineering and Ventilation Systems'; 'Electric Welder'; 'Bank Cashier'.
