ROUND TABLE ON COMPENSATION FOR LOSSES: LAW, ACCOUNTING, AND INTERNATIONAL MECHANISMS
On April 16, 2026, a nationwide round table with elements of a panel discussion was held at NUVHP on the topic of compensation for damages caused to Ukraine by armed aggression, bringing together scholars, representatives of government bodies, lawyers, appraisers, auditors, attorneys, and students.
Co-organizers and partners of the round table include the State Property Fund of Ukraine, the Regional Office of the State Property Fund of Ukraine for Rivne and Zhytomyr regions, the Ministry of Justice of Ukraine, the Ministry of Community and Territorial Development of Ukraine, NUVHP, Ostroh Academy National University, the State Judicial Administration of Ukraine, the Ukrainian Society of Appraisers, the Administration of the State Special Communications and Information Protection Service of Ukraine, the Department for Implementation of Powers in Volyn Region of the Regional Office of the State Property Fund of Ukraine for Lviv, Zakarpattia, and Volyn regions, and the Committee on Advocacy Practice and Continuing Education of the Council of Advocates of Zaporizhia region.
The event took place in an online format on the Zoom platform and served as a venue for discussing pressing issues of interaction between national and international compensation mechanisms, legal regulation, information security, as well as assessment and accounting of damages.
Particular attention was paid to the work of the platform 'Cost Assessment and Accounting for Losses: Methodology for Forming an Evidence Base for International Institutions,' where representatives of the Department of Accounting and Auditing of NUVHP actively participated. Students specializing in 'Accounting and Taxation' engaged in the important event as part of their study in 'Practical Training in Primary Accounting' and 'Analysis of the Activities of Public Sector Entities.'
Associate Professor Nataliia Mykolaivna Pozniakowska presented a report on documenting damages in the accounting system and forming an evidence base for national and international compensation mechanisms. Anna Andriivna Tymoschuk, a student specializing in 'Accounting and Taxation' and Chair of the Youth Council at the Zdobuniv City Council, participated in the joint report. Professor Svitlana Yakivna Zubilevych in her report addressed the issue of reflecting substantial uncertainty in financial statements as an indicator of the impact of wartime risks on the activities of public sector entities.
Participants noted the high level of discussion, the relevance of the raised issues, and the importance of collaboration between educators and practitioners. A special emphasis was placed on the need to develop an interdisciplinary approach in training specialists, combining accounting, law, evaluation, and public administration.
The round table became an effective platform for exchanging experiences and forming a modern vision of compensation mechanisms for damages and the recovery of Ukraine's economy.
