Cooperation between the Institute of Water Management and Environmental Engineering of NUWGP and the Regional Office of the State Property Fund of Ukraine in Rivne and Zhytomyr Regions

A seminar on the topic "Mechanisms of State Financial Control in the Field of Rent, Valuation, and Privatization" took place at the Regional Branch of the State Property Fund of Ukraine – a branch of the Department of Accounting and Auditing of NUVHP.

The event was attended by future bachelors, students of the "Accounting and Taxation" specialty, and faculty members of the Department of Accounting and Auditing. During the event, Tetiana Vitaliivna Pryliutska, Deputy Head of the Regional Branch and a graduate of NUVHP in "Accounting and Auditing," introduced the participants to the key tools of state financial control in a state of war, where it is especially important to ensure transparent and effective management of state property.

Tetiana Vitaliivna emphasized that the control over rental operations is aimed at preventing budget losses and ensuring a fair value for the use of state property. Significant attention was paid to the mechanisms for independent and objective assessment of assets, which are the basis for making correct decisions regarding rent or privatization. It was noted that enhanced procedures for verifying the integrity of participants and monitoring compliance with sales conditions are in place in the field of privatization, which is important for the economic security of the state. Current approaches to the digitalization of control were also considered, including the use of open registries, electronic auctions, and risk-oriented monitoring systems.

During the discussion, attention was drawn to the necessity of a proper assessment of the losses inflicted on Ukrainians and the state as a result of the full-scale aggression, which remains a key element in forming the further recovery strategy. It was noted that transparent and well-founded approaches to determining damage are important both for accounting for the real economic consequences of the war and for preparing the evidentiary base in international legal institutions.

The seminar served as an important platform for deepening knowledge, forming professional competencies, and understanding how control mechanisms work in the field of public administration. Students gained valuable practical experience and the opportunity to ask questions of specialists who implement state policies in the field of property management on a daily basis.
