Academic Council

Academic CouncilNational University of Water Management and Nature Management is a collegiate governing body of the university.

In its activities, the Academic Council of the university is guided by the Constitution of Ukraine, Laws of Ukraine, Decrees of the President of Ukraine, resolutions of the Cabinet of Ministers of Ukraine, other legislative acts of Ukraine, and the Charter of the university.

The Academic Council is formed for a term of five years, and its composition is approved by the order of the rector of NUVHP within five working days from the day the powers of the previous composition of the Academic Council end. The organizational form of the Academic Council's work is meetings held at least once a month.

Academic councils of educational and scientific institutes may be formed at the university, the powers of which are determined by the Academic Council of the university in accordance with the charter. The Academic Council of the university may delegate part of its powers to the academic councils of educational and scientific institutes.

The tasks of the Academic Council of the National University of Water Management and Nature Management are:

- determines the strategy and prospective directions for the development of educational and scientific activities of the university, including the strategy for the innovative development of the university, staff provision programs, etc.;

- develops and submits to the governing body of the university a draft of the University Charter, as well as decisions on amendments and additions to it;

- approves the financial plan and annual financial report of the university;

- defines the system and approves the procedures for internal quality assurance in higher education;

- makes decisions on the placement of its own receipts with the Main Department of the State Treasury Service of Ukraine in Rivne region, or in banking institutions;

- makes decisions on the establishment, reorganization, and liquidation of structural units of the university upon the rector's proposal;

- elects department heads through a competitive process by secret ballot for a term of five years, taking into account the proposals of the labor collective of the educational and scientific institute, the institute, and the department;

- approves the Regulations on the organization of the educational process of the University;

- approves educational programs and curricula for each level of higher education and specialty (specialization);

- makes decisions on issues related to the organization of the educational process, determines the duration of study at the relevant levels;

- approves the sample and procedure for issuing higher education documents, including joint and dual diplomas;

- adopts the main directions of scientific research and innovative activity;

- evaluates the scientific-pedagogical activities of structural subdivisions;

- awards academic titles of professor, associate professor, and senior researcher and submits the corresponding decisions for approval to the attestation board of the Ministry of Education and Science of Ukraine;

- makes final decisions on the recognition of foreign documents on higher education, academic degrees, and academic titles when hiring pedagogical, scientific, scientific-pedagogical, and other staff, as well as during the enrollment of applicants for study;

- has the right, with at least half of the statutory composition of the University Academic Council, to submit a proposal for the dismissal of the University rector for reasons provided for by legislation, the University Statute, and the terms of the contract to the higher collegial body of public self-governance of the University;

- makes final decisions on the recognition of documents on higher education issued by institutions of higher spiritual education, the statutes (regulations) of which are registered in accordance with the established legislative procedure, during the enrollment of applicants for study;

- approves dissertation topics, scientific supervisors (consultants), individual study plans for graduate and doctoral students, agreed with the scientific supervisors;

- grants creative leave to complete dissertation research, listens to reports from researchers and lecturers who have been granted creative leave about the results of their work on dissertations;

- grants the right to PhD candidates, as an exception, upon submission by the relevant departments and academic supervisors of doctoral students and applicants;

- defines the financial basis for student self-governance (not less than 0.5 percent of the own revenues received by the University from its main activities);

- assigns the approval of the Scientific Council of the University to educational publications and recommends scientific publications for printing;

- approves the Regulations on the working and advisory bodies of the University, making changes and additions to them;

- approves the Regulations on educational and scientific institutes, institutes, professional colleges, branches of University departments, making changes and additions to them;

- approves the Procedure for conducting competitions for filling vacant positions of academic and teaching staff;

- approves the Regulations on the organization of the electoral system and the procedure for electing the rector of the University, the Regulations on the electoral commissions for the election of the rector of the University, the Regulations on the procedure for electing representatives to participate in the rector elections from among the staff who are not scientific, academic, and teaching staff of the University, etc.;

- approves the Procedure for conducting competitions for filling vacant positions of directors of educational and scientific institutes, institutes, professional colleges, separate structural subdivisions of the University, the Scientific Library;

- approves the Regulations on the examination commission;

- reviews and approves the symbols, attributes, and brand book of the University;

- nominates staff for state awards, Presidential awards, local government awards, honorary titles, state titles, prizes, and other forms of moral and material incentives, etc.;

- considers proposals and confers, for merits before the University, the title of 'Honorary Professor of the National University of Water Management and Nature Management';

- approves the Rules of Admission for obtaining higher education at the University and the Rules for Selection and Admission to the University’s separated units;

- approves one-time specialized councils for the review and defense of dissertations for obtaining the PhD degree;

- determines the powers of academic councils of educational and scientific institutes, institutes;

The powers of the Academic Council of the University are not exhaustive. The Academic Council of the University addresses other issues related to the University’s activities in accordance with legislation and its Statute.
