The Technology and Innovation Support Center (TISC) is an international project supporting invention, innovation, and startup projects initiated by the World Intellectual Property Organization (WIPO).
TISC is a governmental tool for supporting the development of the innovation ecosystem. The center operates within the structure of the Ukrainian National Office of Intellectual Property and Innovations (UkrNOIPI) and provides informational and consulting support and services on intellectual property protection, commercialization, and promotion of innovations in Ukraine and abroad.
The National University of Water Management and Nature Use has signed a Memorandum of Cooperation with UkrNOIPI, as well as an institutional agreement on the procedure for the establishment and further functioning of the Technology and Innovation Support Center.
Goals and Objectives
TISC was created to provide users with appropriate and high-quality services regarding technology and innovation support.
The objectives of TISC are:
- supporting and promoting the activities of the TISC network in Ukraine concerning analytical research in the field of implementation and commercialization of technologies, acquisition, use, and protection of intellectual property rights;
- conducting thematic conferences, events, and organizing training, education, and seminars in the field of intellectual property and innovations;
- dissemination of knowledge on the creation, legal protection, and commercialization of intellectual property rights (hereinafter – IPR);
- carrying out scientific-expert and scientific-consultative activities, analysis of IPR;
- providing users access to patent databases and other sources of patent and non-patent information in the field of intellectual property for patent searching purposes;
- popularization of the areas of development of intellectual property and innovative activities;
- facilitating the commercialization and transfer of IPR;
- promoting interaction among all participants in the innovation process.
Basic TISC services according to WIPO requirements:
- providing access to patent and non-patent information resources;
- providing consultative assistance regarding the use of the aforementioned information resources;
- organizing distance learning according to WIPO Academy programs.
Additional services free of charge (optional):
- providing general information on legislation in the field of intellectual property and innovation activities, as well as regulatory legal acts on the registration and submission of applications for obtaining protective documents for intellectual property rights and maintaining their validity;
- providing assistance in conducting searches and obtaining technical information;
- training in skills for searching specialized databases and other information resources in the field of intellectual property;
- informing about the possibilities of obtaining consultations from intellectual property specialists;
- consultation on general issues of registration and submission of applications (including in electronicform) for the issuance of protective documents for intellectual property rights;
- providing users access to hardware and software tools of TISC.
Services that can be provided in TISCs on a fee-based basis:
- conducting patent research;
- providing consulting services on the development and implementation of a patent strategy for the economic entity;
- providing consulting services on the development and implementation of a commercialization strategy for intellectual property rights;
- technical services (copying and scanning materials, printing documents on a printer, typing text on a computer, email services, conclusions on the results of information searches on paper and electronic media, etc.);
- other services required at various stages of innovative/intellectual and creative activities.
