The training of highly qualified scientific and pedagogical personnel has been carried out at NUVHP since 1965, focusing on key priority scientific directions and in accordance with the research areas of the universities' doctoral schools, taking into account the resolution of global problems of economic, managerial, and environmental nature.

The training of higher education seekers for the degree of Doctor of Philosophy and Doctor of Sciences is carried out in accordance with the Laws of Ukraine: 'On Education' dated September 5, 2017, No. 2145-VIII with amendments, 'On Higher Education' dated July 1, 2014, No. 1556-VII with amendments, 'On Scientific and Scientific-Technical Activity' dated November 26, 2015, No. 848-VIII with amendments, the Resolution of the Cabinet of Ministers of Ukraine 'On Approval of the Procedure for Training Higher Education Seekers for the Degree of Doctor of Philosophy and Doctor of Sciences in Higher Educational Institutions (Research Institutions)' dated March 23, 2016, No. 261 with amendments, and other current regulatory legal acts.

The training of higher education seekers for the degree of Doctor of Philosophy is carried out:
- in graduate school in full-time (day, evening) or part-time form;
- outside graduate school (for individuals who professionally carry out scientific, scientific-technical, or scientific-pedagogical activities at their main workplace in the relevant higher education institution).

The training of seekers for the degree of Doctor of Sciences is conducted:
- in doctoral studies in full-time form;
- through independent preparation of their scientific achievements for defense.

The training of individuals in graduate and doctoral studies is carried out:
- from state budget expenditures (state order);
- at the expense of individuals and/or legal entities (under contractual conditions);
- from grants received by the university for conducting research, which foresee the preparation of higher education seekers for the degree of Doctor of Philosophy.
